This hoard has been an issue for many years and never addressed. It has now hoarded the yard of the house next door as well. It is JUNK and TRASH. Some cars were removed recently and new ones were dumped in their place. There was mention of a hearing in early Feb for the homeowner- hopefully someone will give an update in regard but NO change has happened except the hoard growing worse and expanding literally daily. The home is occupied but appears vacant/never lights on. It is an eyesore in this community and the total lack of attention that actually elicits CHANGE is extremely frustrating.

The Windsor Health Department has received your service request. The PD removed additional vehicles on 2/22. A hearing in superior court was held on 2/16. The town requested the court to issue a temporary injunction to allow access to remove all junk material. The court ruled and scheduled a court date of 4/13/2023. If the premises are not brought into compliance by the homeowner by April 6,2023. The Town will seek an order at the 4/13/2023 hearing to enter onto the property to remove the junk and debris. Result of 4/13/2023 hearing: The Judge granted the property owner until May 31st, to have the area in compliance with the town ordinance or he will allow the town to clean and lien the property. Next Court date scheduled for June 1st.

Update? This property is NOT clean as of May 31. What is the result of the June 1 hearing? This hoarded property is NO BETTER. The owner has added a rigged faux fence of wires/wood/flower pots across his driveway and side yards and the ENTIRE HOARD is still visible and present and stuffed behind the junk "fence". The neighbor's yard is even more hoarded now as well and that resident should also be fined and required to comply because there are TWO yards now hoarded. Yes, cars were removed but all that did was make the hoard of trash and junk more visible as it covers the yard and driveway. When is the town going to clean the property?

The June 1st hearing failed to reach an agreement between the town and the property owner, that would have allowed the town to hire a contractor to enter the property and remove any unusable debris and place a lien on the land records for all costs incurred by the town. The Judge moved the case to a in person contested hearing before a different Judge and for both sides, to present evidence and give testimony, and that hearing took place on June 21st. That court hearing resulted in the Judge setting a continuance court date of August 8th. The town will have access to inspect the area, every two weeks to determine if significance progress in removing the debris is being made on the driveway area and the right side property line.

On August 8, 2023 the court granted the town and its contractors access to enter onto the property to remove any debris, trash, or unusable items after September 1, 2023. All costs incurred by the town will result in a lien placed on the property.
