  • Downing St New Haven, Connecticut - Chatham Square

    Third week in a row recycling has been picked up at 5:30AM. Downing St is VERY quiet until the first bus runs at about 6:20AM, which, compared to the recycling collectors, sounds like a quiet soothing hum. The recycling collectors are extremely loud - shouting at each other, breaking things, throwing bins around (never returning to correct houses) - it echoes down the street. I can't imagine I'm the only one getting woken up. I love living on this street because of how quiet it is at night and early mornings.

    This also seems to be breaking the noise ordinance of New Haven:
    "'Daytime hours' means the hours between 7:00 a.m. and 10:00 p.m. Mondays through Saturdays, and the hours of 9:00 a.m. through 9:00 p.m. Sundays and federal and state holidays. Unless otherwise provided, ALL OTHER HOURS SHALL BE CONSTRUED AS NIGHTTIME HOURS."

    The Noise Control Ordinance also goes on to state under the Section Refuse Collection Noise:
    "All refuse collectors shall comply with the noise level standards as established in this article while engaging in refuse collection at each location..."

    So, then, why? and what for?
